Quality of education is found still low although various kinds of efforts have been done by our government. These efforts are focused on direct education context and approach of centralistic. In this case the writer was eager to show the efforts to increase the quality of education by applying Total Quality Management (TQM) in learning and teaching precess developing intructional atmosphere high-touch and also combine management element and technology. This effort has to be comprehended and executed by all members of school organization and high commitment.
