 <note>Public transportation services including railway transportation need to be increased in line with the increasing number of railway users. Ministry of Transportations c.q. Directorate General of Railway has set MSS (Minimum Service Standards) to transport people by train. MSS established covers the departure station  during the journey and the destination station. However  there is a need for judical review of the content of MSS. Through normative analysis that refers to Sistranas and other related regulations can be concluded that there are two targets or indicators that are regulary and orderly indicator in National Transportation System Regulation not include in MSS. In addition  there are several criteria of MSS indicators which do not meet the criteria in Sistranas and other laws. While the results of comparative analysis to the current railway services show that the services is still less than satisfactory. Based on the results of the analysis  there is a need for improvements to the indicators in the MSS in order to improve passanger rail service and MSS can be implemented properly and the rights of consumers or users of railway services are protected.</note>
