Identifying the mass public transport facilities and road components for improving the mass public transport are the aim of the research. By using the qualitative method aproach the result shown that the mass public transport in Sidoarjo Malang Madiun Pamekasan and Surabaya Regency are dominanted by small and medium vehicle which called mikrolet angkot angdes bemo or city bus. The population of the mass public transport only 1 percent compared with the personal vehicle which growth more 10 percent per years. The road infrastructure and equipment are in-adequate. Also the length of road is not proper compared with the total amount of the vihecle. The road component is not compatible with goverment reglemeent number 34 year 2006 concerning Road Transport. For improving the mass public transport in east java recomended to improve mikrolet angkot angdes bemo or bison gradually specialy which are operated more than 15 years. And trying to create the mass public transport as comfort as a personal vehicle in order to atracted the people us the mass public transport. Replacing the existing mode with the proper mode (city bus) which can take a lot of passengers. Canging the salary sistem from premi sistem to the fixed salary and reducing the Rumija bariers.
