Kepulauan Seribu Administrative Regency is a cluster of small island which is part of DKI jakarta regional. Compare to the other of 5 (five) districts of jakarta kepulauan Seribu has the lowest regional income (0 45%)as it stated by BPS. It caused by the limitation of transportatition which implies to the constraint of services and goods distribution. Like many other islands problems faced in indonesia the constraint of sea transportation becomes the major problem as it can be seen as indicator of low accessibility. In fact Kepulauan Seribu cluster has the potential for the regional development of various kinds of indudtries including mining fishing and tourism. The intent of this research is to find out the determinants of the level of accessibility through systemic approach. Whereas the purpose of this study is to get a clearer picture of Kepulauan Seribu s accessibility from archipelago regional s development perspective. To gain information needed theoritcal review in depth interview and location survey are applied as research methods. Next four analyses utilized on this study i.e Location Quotient (LQ) scalogram approach regional interaction and accesibility analyses. The results of the theoritical review showed that there are two systems approach which can determine the level of accessibility activity system based on land use and micro transport network system. Whereas the result of analyses revealed that fishing sector placed as the first criteria for regional economic basis with the value of LQ 20 79798 the activity system of some islands in Kepulauan Seribu mayconsists of seven fuctional activities based on the facilitation infrastructures and resources exists based on the people and goods movement within island there are only three primary basic needs fulfill and the low level of activity system and transport system indicate that Kepulauan Seribu has low accessibility.
