Infrastructure in the transport sector plays an important role in the dynamics of economic development. Infrastructure does not just provide support for the mobility of goods and services but also the first to have an impact on employement creation asinfrastructure projects are implemented. This study analyzed the effectiviness of job creation policies of fiscal stimulus in the communications sector. This study uses the methodology Effectiviness Cost Analysis (CEA) which describes how far the level of effectiviness of budget allocations that are available to job creation directly. Furthermore the existing data obtained from indices that portray the effectiviness of the budget/cost required to create an employement. The data used are secondary data. The survey results revelated that the project on the fiscal stimulus communications sector has relatively low level of effectiviness. This is shown by the indicators of financial performance and actual physical labor absorption is relatively inconsistent. The percentage of employment is reflected in the realization of the plan that the use of labor absorption is relatively low compared to the realization of financial and physical absorption. This means that employment is expected for fiscal stimulus project in South Sulawesi Province is not commensurate with its financial absorption.
