Government provides subsidy for public transport operator to provide pioneers public transport service however this provision should be evaluated yearly. The evaluation is about the improvement of the services because this problem is related to government financing. There is two kind of pioneer ferry the first one is serving intercity in a province (AKDP). Aim of this study is to know the constrains of ferry operational in serving the customers in order to gain improvement of the service in the future. Through research and observation in the realita and also from SISTRANAS approach then the pioneer ferry transport with Luwuk-Salakan-Banggai route is effectively to operated only for vehicles with 4 and more wheels and it is inefficient for human transport. For Ampana-Wakai-Gorontalo route is effective and efficient both for human and goods transport.
