Regional Government of DKI Jakarta and Kepulauan Seribu have authority to develop and manage all of the regional resources in order to gain society welfare which remains on three main purposes of development. As a matter of fact the government policy sometimes does not meet the needs of public demands due to the existing condition. One common problem face by Kepulauan Seribu is ineffectiveness policy programs due to the conditional exist and the low level accesibility s. Therefore this policyresearch tries to identify and analyze the government s policy compares to the existing situation. The result of study showed that there are policies incompatibilities with the public needs dealing with the regional planning and mass transportation lack of coordination among government institution and the needs of strategies and regulator s reformation especially seeing the archipelago regional planning from small islands development s points of view.
