In the contex of Indonesia the development of civil society must contitute the live structure wrapped by the values contained in the national consensus namely (1) support to the noble values of Pancasila as the philosophy view of live and ideology of the nation and country of Indonesia (2) support to the 1945 Constitution (UUD 45) as the written legal basis (3) support the diversity and (4) commitment to preserve the Republic of Indonesia. The national consensus needs to cover all aspect of the life of the Indonesians developing the character and identity in harmony with it. The problem is various phenomon often indicate the gap and diorientation between normative and empirical levels which is left uncheked would be harmful and the awareness of the nation s noble values the philosophy of Pancasila as well as the unity would be fading. For that education has a vital role in the development of the nation s character towards the civilized society.
