Development should be interpreted as an effort to improve the quality of life and social welfare in a country across various regions. In that regard the national development is intrinsically a development in all regions both at the provincial level district cities and countries. Equitable development and balancing of the increase regional welfare is among the key success factors for maintaining stability and security in various sectors including preserving the integrity of the nation and the state of Indonesia. This article intends to describe the important roles of government and the community perspectiveon national development and regional development as well as the embodiment of national ideals as enshrined in the Constitution UUD 1945. The strengthening of the role of territory representativeness and institution is considered to be very fundamental to make the development effectiveness in shape all over the country.
