State in a general sense is understood as a socio-political organization formed by a group of people in a region with the aim of providing protection and services for every member of society in the country. Government bureaucracy was established as an agency that will execute programs providing services to the community within the framework to create a prosperous society met all the needs of its people lives. In this perspective it can be interpreted that the achievement and goals of state so determined by the level of effectiveness and efficiency of the bureaucratic system adopted by the countries concerned. this paper is intended to review various important things that exist in the bureaucratic apparatus but also it also touches the foundamental issues that directly relate to the legislation on bureaucracy. It is assumed that the need for a fundamental breaktrough on the political level to make decisions in a comprehensive policy and for the smooth work of the wheels of bureaucracy from the central level down to the lowest level of bureaucracy in order to produce a good performance efficient and effective in order to give space to every citizen to prosper her/his life.
