This paper aims at investigating the implication of decentralization on sectoral development planning in West Sumatra Province. The study utilises a qualitative method through interviewing key persons such as local government official local representative assembly informal leaders local academician and local businessmen. In general it is found that the implementation of decentralization has not been capable of achieving efficiency in sectoral priority of development. Although the decentralization process has not been result in destabilising socio-political condition it fails to enhance business climate conducive to investment in the region.
