This study is aimed to analyze the quantitative and qualitative achievement in education development in West Java. It relates to the fair 9-year compulsory education (compulsary basic education). The study focuses on benchmark forming composites of Education Index (Literacy Rate Average length of School). Our constitution the 1945 Constitution clearly mentioned that every citizen is entitled to educatoin opportunities in accordance with their interest and talents regardless of their social status race ethnicity religion and gender. The development on education is focused on equitable access the embodiment of justice and quality improvement in all lanes types and levels of education to create men of intelligence character and proficiency. In addition this study aims to find out constraints and solutions as well as actions to be taken by the central and local government.
